Steps:

B (E)-4-hydroxybut-2-enoic acid
To a round bottom flask were added ethyl (E)-4- bromobut-2-enoate (2 g, 10 mmol), KOH (1.2 g, 21 mmol), and water (10 mL). The reaction mixture was stirred at 100 °C for 2 h, then acidified with 1 M Hci, and extracted with EtOAc (3x). The combined organic layers were washed with brine, dried over anhydrous MgSC>4, and concentrated to dryness to yield the title compound (560 mg, 53% yield) as a brown oil.
