To a solution of glycine ester hydrochloride (2 g, 14 mmol) in 3 mL water was added cone. HCI (1.2 mL). Upon completion of addition, the resulting solution was cooled to -5 °C and then a solution of sodium nitrite (1 g, 14 mmol) in water (1.4 mL) was added. The resulting mixture was stirred at 0 °C for 10 min and then another solution of sodium nitrite (1 g, 14 mmol) in water (1.4 mL) was added. The resulting mixture was stirred at 0 °C for 45 min. At the conclusion of this period, a brine solution was added. The reaction mixture was extracted with ether, dried and evaporated under reduced pressure to yield (Z)-ethyl 2-chloro-2- (hydroxyimino)acetate (1.6 g, 76 %), was taken to the next step immediately without further purification.
